Shaoguan’s municipal Party committee optimizes the mechanism of community-based party member registration and management

Since the beginning of this year, the Organization Department of Shaoguan municipal Party committee has thoroughly implemented the work deployment of the municipal Party Committee in the Year of Reform, Overcoming Difficulties and Standardizing Governance", and further optimized the mechanism of community-based party member registration and management, and effectively and orderly guided Party organizations and Party cadres at all levels to take the lead and make all-out efforts in the flood control and disaster relief work.

 

Strong unified leadership leads to effective mobilization of personnel and emergency response

 

Shaoguan municipal Party committee draw lessons from its experience in personnel mobilization in community Party branches during the time of epidemic prevention and control. Since 2020, led by the Organization Department of Shaoguan municipal Party committee, the city has built a flat and responsive command system of "community-based reporting of Party members", requiring Party members and Party branches of the city's government departments and enterprises to report to the community Party branches and participate in emergency response. Meanwhile, the municipal Party committee required Party organizations at the district, street and community levels should take their main responsibilities and have their party members to follow requirements of personnel allocation of community Party branches.

 

Since the arriving of "Dragon Boat Water"(severe rains around the dragon boat festival), organization departments of the municipality and the districts have successively issued notices and proposals according to the flood situation to call Party organizations at all levels and Party members and cadres to participate in flood control and disaster relief work, and arranged personnel and resources according to situations in each community, so as to jointly solve problems efficiently. The flat and responsive command system ensured that primary-level Party organizations and Party members take actions in quick response to the calls for flood control and disaster relief work.

Emergency demand was well met by the application of Wechat mini program

 

Shaoguan municipality developed and employed a Wechat mini program for people who live in flood-hit areas to submit application for help, party members and staff in the community Party organizations would check the mini program and offer help accordingly. Apart from that, Party organizations, Party members and residents can also upload application for public service in the mini program.

 

Community Party organizations check the applications uploaded, and send messages to Party members, cadres and volunteers who registered in the mini program. Then they can choose the service or help they can offer.

 

In the face of the flood, the community Party organizations called help from Party members, cadres and volunteers for 2161 times, and 40748 people had participated in the flood control and disaster relief work, strongly safeguarded the people and their property against the flood.

Emergency response teams realized quick and orderly response to emergencies

 

Shaoguan municipality draw lessons from the experience of epidemic prevention and control and issued the Work Plan on Party Building to better serve the public. In the Work Plan, Party committees of sub-districts and communities will cooperate with government departments and enterprises to form new service teams in their neighborhood, while a senior Party member should be appointed as team leader in each service team. These services teams are required to finish at least one project which is beneficial to people’s livelihood each year. The Work Plan also requires that each service team should include more young and middle-aged party members and be organized, active and ready to serve.

 

The Party member volunteer service team would make a list of services that they can offer based on the functions of their own departments and their specialties. These lists will be given to community Party organizations so that they can assign task to volunteers accordingly. At present, there are 1,020 Party member volunteer teams with 16,227 members participating in the volunteering service, and they have signed up for the construction of 1,080 livelihood projects.
