Shaoguan Creates New Development Pattern
This year marks the end of the three-year action plan for pollution prevention and control. As an important aspect of building a well-off society in an all-round way, the goal of ecological environment quality must be realized. Shaoguan Municipality thoroughly implements Xi Jinping's thought of ecological civilization and the spirit of the 10th Plenary Session of the 12th Provincial Party Committee, adheres to the thought of problem-oriented, makes great efforts to make up for the shortcomings, goes all out, and makes sure the people have the blue sky, lucid rivers and green lands.
一、Environmental Conditions
（一）Atmospheric Environment
From January to September 2020, the excellent rate of Shaoguan's air quality index (AQI) was 96.7%, moving up 2.6 percentage points from the same period of last year. The average concentration of PM2.5 was 22 micro grams per cubic meter, down 15.4% from the same period of last year; the average concentration of PM10 was 34 micro grams per cubic meter, down 10.5% from the same period of last year. The concentration of O3 (90 percentile) was 130 micro grams per cubic meter, down 7.1% from the same period of last year.
（二）Quality of Surface Water
From January to September 2020, Shaoguan City's 13 surface water assessment sections that were included in the provincial assessment all met the water quality standards. The water quality of all the 9 county-level centralized drinking water sources reached the control standard of drinking water.
二、Measures Taken
On October 10th, the Municipality held a meeting to promote the city's pollution prevention and control and the rectification and reform of environmental protection, and to further identify the problems that existed in the city's work of advancing pollution prevention and control, highlight the key points of work, consolidate responsibilities, and implement working measures, so as to keep a good run of the city’s environmental protection.
（一）Taking the Initiative to Serve and Completed the Task of Issuing and Registering Emission Permits in Advance
Shaoguan City fully completed the registration of emission permits of 91 industries, a total of 4602 enterprises in the second round of permit issuing in 2020, achieving the "Double 100% Target" of permits licensing and registration, completing the task issued by the state half a month in advance. Since the beginning of this year, the city has carried out the rectification of sewage discharge permits for fixed pollution sources and the registration of emission permits, so as to help enterprises to better implement measures for environmental protection. First, we strengthened organizational leadership with the establishment of licensing offices, carrying out the practice of "Daily Dispatch, Weekly Bulletin " to ensure the efficiency and accuracy of work. Second, we took the initiative to cooperate with enterprise associations to carry out more than 50 on-site registrations and served more than 900 enterprises with one-on-one service.Through the door-to-door service, setting up on-site guidance and the release of registration templates, we largely promoted the registration of the same type of enterprises and worked overtime to process their registrations. Third, we set up online technical service group, hotline services and offline registration guidance and other forms of technical assistance. Meanwhile, technical support groups were established to visit key enterprises to carry out inspection, technical guidance, on-site problems solving etc. We have also carried out promotion for permission registration more than 50 times, with more than 3000 copies of promotional materials being distributed. Meanwhile, 888 law enforcement personnel were deployed, checking 296 certified enterprises in the "Looking Back" practice.
（二）Exerting Efforts to Keep Skies Blue
First, in view of the serious problems of ozone pollution, we focused on the checking and rectification of automotive maintenance industry. Second, we actively controlled the emission of high pollution sources in key industrial enterprises, continued to promote the management of high-pollution fuel boilers and reduce pollutant emissions. Third, we canceled the emission permit of enterprises with high VOCs emission. Among the 119 VOCs emission enterprises that under supervision, of which 84 enterprises have been canceled the emission permits, with the completion rate of 71%. Fourth, we continued to strengthen the regular supervision of dust pollution, focusing on the inspection and supervision of key roads in the form of secret investigation and special supervision. Fifth, we set up video surveillance cameras to monitor the acts of straw burning with automatic monitoring, positioning and alarm. The system helps law enforcement personnel to deal with open burning in time.
（三）Continuously Improving Water Quality
First, we set up special teams to supervise water pollution prevention and control, making use of the practice of on-site checking, establishing consultation and judgment groups and using technical means to solve the serious problems. Second, we strengthened the protection of the water quality of the drinking water sources. We focused on the monitoring of the water environment during the period of epidemic prevention and control. The water quality of 10 drinking water sources which are all above county level (including 1 emergency reserved drinking water source) in the city reaches the Level II of water quality control, with no abnormal indicator of remaining chlorine or biological toxicity being recorded. Meanwhile, we speeded up the promotion of the program of township and rural water source renovation, while 15 problems have been identified and rectification plans being formulated. Third, we enhanced the treatment of domestic pollution, advanced the construction of urban sewage treatment facilities and pipeline network. Fourth, we tightened the control on the emission reduction of key enterprises.
（四）Promoting the Prevention and Control of Soil Pollution
First, we continued to advance the investigation and rectification of heavy metal industry, while 13 heavy metal pollution control projects that deal with cadmium had been registered and of which 10 had been rectified, with a completion rate of 77%. Second, we completed the compilation of the results of the soil pollution investigation project, and applied it to the risk control of the lands that will not be developed currently(phase I), the compilation of the value indications of the region, and the management of right of entry and condemnation of lands in Shaoguan City. Third, we published the list of contaminated lands in 2020 and its negative list of development and utilization, and strictly managed the entry and condemnation of lands. Fourth, we strengthened the control of soil environmental risk and its remediation, and started the ecological restoration and treatment (phase II, III and IV) of the abandoned mines in the Xinshan area of Dabaoshan. Fifth, we carried out special inspection on the standardized treatment of hazardous wastes of industries and on-site inspection on the standardized treatment of hazardous wastes in motor vehicle maintenance industry, so as to enhance the standardized management of hazardous wastes in enterprises.
（五）Promoting the Implementation of Laws and Regulations on Ecological Environment Protection
Since the beginning of 2020, the city’s Environmental Protection Bureau strengthened the environmental supervision and law enforcement with the practice of Dual-random Check and complaints settlement. From January to September, 8567 law enforcement personnel was dispatched to inspect 3126 enterprises, filed 41 cases and enterprises that violated the laws were fined 913,006 yuan, and 163 enterprises were charged and ordered to rectify their problems. During the period, 3710 complaints on environmental problems have been received, moving up 34.96% compared with the same period of last year, with all of the complaints being settled and closed.
Shaoguan city will, as always, shoulder the responsibility of protecting the ecological system, uphold the concept of green development, and create a new benchmark for the protection of ecology and the development of economy, to make the city's sky bluer, mountains greener , waters clearer , environment better and to enhance people's sense of gain and happiness.
