Resolutely Win Tough Battle of Pollution Control Step into a New Phase of Ecolog
Green development is an important part of high-quality development. Shaoguan Municipality adheres to the guidance of Xi Jinping's call for the building of ecological civilization and voluntarily combines the socio-economic development with ecological civilization construction. In the third quarter of 2019, the Municipality rose to challenges and resolutely fought the battle against pollution control to promote high-quality development with better environmental protection.
一、Environmental situation
（一）、Atmospheric environmental quality
In the third quarter, 94.1% of the air quality index (AQI) of Shaoguan City was Good, which was 0.7% higher than the same period last year (93.4%).The primary pollutants are ozone (O3-8h) and fine particulate matter(PM2.5). PM2.5 is the main monitoring index, whose average concentration was 26μg/m3, decreased by 21.2% compared with the same period last year (33μg / m3) ; The average concentration of PM10 was 38μg / m3, decreased by 17.4% compared with the same period last year(46 μg/m3); The average concentration of ozone was 140 μg/m3, which was 4.5% higher than that of the same period last year (134 μg/m3).The comprehensive index indicated a best improvement compared to another 20 cities in the province. The
air quality of Shaoguan ranked 12th among the 21 cities in the province.
In the third quarter, every county of Shaoguan City had an average of 96.5% of the air quality index (AQI) reaching the Excellent Level. PM2.5 and other six atmospheric indicators all reached the Tier-2 of The National Environmental Standards for Air Quality.
（二）、Surface water environmental quality
Shaoguan has 2 municipal sources of drinking water, Wujiang Shiliting and Qujiang Cangcun Reservoir, and 7 county-level sources of drinking water, Shixing Huashan Reservoir, Gaoping Reservoir, Wengyuan Yuandong Reservoir, Ruyuan Nanshui Reservoir, Nanxiong Waterfall Reservoir, upper reaches(780 meters) of the Lechang Zhangtan dam, Xinfeng Baishuica Reservoir. The water quality of all these 9 centralized drinking water sources reaches the Drinking Water Quality Standards and remained stable in the third quarter.
There are 28 manual monitoring sections under municipal control in the 10 major rivers (Beijiang, Wujiang, Zhenjiang, Nanshui, Mojiang, Jinjiang, Mabahe, Wengjiang, Xinfengjiang and Hengshishui) in Shaoguan City. In the first three quarters, 28 monitoring sections, under or above municipal control, met the water quality standards.The city's river pollution index was 3.49, decreased by 14.1% compared with the same period of 2018. The water quality of rivers in the city has generally improved.
二、Measures and Actions
Defending the blue sky and continuously improving air quality
The priority of air pollution prevention in Shaoguan city is to control all kinds of construction dust and vehicle-generated dust. In order to effectively control the dust pollution, the municipality set up a leading group for urban dust control, and leaders from the Party and government departments were required to supervise the work on dust control, ensuring an effective reduction of pollution caused by road dust. At the same time, the municipality strengthened the management and monitoring of industrial enterprises(premises) which have been found polluting. By the end of the third quarter, 460 polluting industrial enterprises (premises) have been rectified, with a completion rate of 90%.
（二） Implementing action plan on fighting water pollution and promoting water quality improvement
The city took strong rectification measures to tackle the problems in drinking water sources, with 18 problems in municipal drinking water sources being solved. It has been strengthening the protection of the environment and water quality of municipal drinking water sources in primary protection areas, taking these corrective measures as an important starting point for fighting water pollution and creating a sound water ecological environment.
（三）Controlling soil pollution and restoring polluted soil, promoting the construction of the pilot zone
In order to prevent the risk of further deterioration of human settlements, the city has formulated a series of normative regulations such as the“Interim Measures for the Control of Soil Pollution of Shaoguan City”. By the end of the third quarter, 100% of polluted land has been safely utilized in the city.
（四）Taking strong measures to crack down on environmental violations, promoting full coverage of supervision and law enforcement
Shaoguan municipality carried out random inspections on key pollutant discharge enterprises and general pollutant discharge enterprises. By the end of the third quarter, 9,863 law enforcement personnel were dispatched, with 3,504 enterprises being inspected and 332 enterprises being required to implement rectification. The random inspections filed 88 investigations, and a penalty of 6,034,960 yuan was fined. The municipality carried out serious inspection on issues concerned with environmental protection, with 114 environmental protection cases from “Daily Review on Public Opinion” being reported and settled. Meanwhile, special operations were put forward to make sure that the required rectifications had been properly implemented.
The city is making every effort to make the sky brighter, the water cleaner and the mountains greener. At present, the city is working to achieve the coordination of ecological civilization and economic development, and strives to build a strong ecological environmental protection team to ensure the implementation of environmental protection policies, making greater contributions to the high-quality ecological development of the area.
